In other words, it is a notion that gives the producer <\/span><b>financial and operational responsibility for the waste produced<\/b><span style=\"font-weight: 400;\">, requiring him to take care of its collection, sorting and treatment for recycling or re-use.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The direct consequence of this responsibility is the need for forward-looking and smart <\/span><b>design<\/b> <b>that considers the environmental impact of the product at every stage<\/b><span style=\"font-weight: 400;\">, even and especially at the so-called <\/span><b>\u2018end-of-life\u2019<\/b><span style=\"font-weight: 400;\"> stage.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><b>Extended Producer Responsibility: legislation<\/b><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Over the last two decades, the concept of <\/span><b>EPR<\/b><span style=\"font-weight: 400;\"> has become <\/span><b>one of the European legislator\u2019s main tools for managing many streams of waste in Europe<\/b><span style=\"font-weight: 400;\">. In particular, 2018 saw the enactment of <\/span><a href=\"https:\/\/www.politicheeuropee.gov.it\/it\/normativa\/recepimento-atti-ue\/direttive-ue-2018851-e-2018852\/\"><b>Directives (EU) 2018\/851 and 2018\/852<\/b><\/a><span style=\"font-weight: 400;\">, two of the four <\/span><b>pillars of the European Circular Economy Package<\/b><span style=\"font-weight: 400;\">, which aims to change the traditional linear \u2018buy, use, consume and throw away\u2019 model of the economy to a more sustainable model in which waste becomes raw material and generates new value on the market.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Common goals therefore for all member states, but it is the governments of each country that have to adapt them to specific national contexts, choosing between <\/span><b>different implementation systems<\/b><span style=\"font-weight: 400;\">. Some <\/span><b>examples<\/b><span style=\"font-weight: 400;\">?<\/span><\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-3495 size-large\" src=\"https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920-1024x717.jpg\" alt=\"Francia e Germania: esempi di sistemi EPR - France and Germany: examples of EPR systems\" width=\"1024\" height=\"717\" srcset=\"https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920-1024x717.jpg 1024w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920-300x210.jpg 300w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920-768x538.jpg 768w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920-1536x1075.jpg 1536w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920-1080x756.jpg 1080w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920-1280x896.jpg 1280w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920-980x686.jpg 980w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920-480x336.jpg 480w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/recycle-g90b1804e1_1920.jpg 1920w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<h3 style=\"text-align: justify;\"><b>France and Germany: examples of EPR systems<\/b><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The best examples are currently to be found <\/span><b>in France and Germany<\/b><span style=\"font-weight: 400;\"> where, <\/span><b>as of January 2022<\/b><span style=\"font-weight: 400;\">, marketplaces are legally obliged to verify the compliance of the <\/span><b>EPR registration number of products traded on national soil<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">But <\/span><b>what is an EPR number<\/b><span style=\"font-weight: 400;\"> and <\/span><b>which products categories<\/b><span style=\"font-weight: 400;\"> are subject to this regulation?<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">An EPR registration number is a <\/span><b>unique identification number (UIN)<\/b><span style=\"font-weight: 400;\"> that is given <\/span><b>to a product that meets all the requirements in force<\/b><span style=\"font-weight: 400;\"> for its category in the reference country. Requirements and categories vary from State to State and therefore there is no single EPR number for the European Union. This means that <\/span><b>if we want to manufacture, sell or import a product in several countries, we will have to register our product in all the markets<\/b><span style=\"font-weight: 400;\"> we are interested in, otherwise we will not be able to market it (or face a heavy penalty!).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">As regards the <\/span><b>product categories<\/b><span style=\"font-weight: 400;\">, they also change from one country to another: here are those for which it is currently mandatory to have an EPR number in France and Germany.<\/span><\/p>\n<h4 style=\"text-align: justify;\"><b>EPR product categories in France<\/b><\/h4>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">electrical and electronic equipment (WEEE)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">batteries<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">packaging (primary and secondary)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">printing paper<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">furniture<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>textiles<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">vehicle tires<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">writing paper<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">textiles and footwear<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">chemicals<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">medical devices.<\/span><\/li>\n<\/ul>\n<h4 style=\"text-align: justify;\"><b>EPR product categories in Germany<\/b><\/h4>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">packaging (primary and secondary)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">electrical and electronic equipment (WEEE)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">temperature exchange equipment<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">screens, monitors and equipment containing screens with a surface area of more than 100 cm2<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">lamps<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">large equipment: with any external dimension exceeding 50 cm<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">small equipment: with any external dimension not exceeding 50 cm<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">small IT and telecommunications equipment with any external dimension not exceeding 50 cm<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">batteries: portable, industrial and automotive batteries.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">As you can see, the categories are not exactly the same in the two countries, but the differences do not end there: while <\/span><b>France<\/b><span style=\"font-weight: 400;\"> opted for an <\/span><b>\u2018integrated\u2019 model<\/b><span style=\"font-weight: 400;\">, <\/span><b>Germany<\/b><span style=\"font-weight: 400;\"> relied on a <\/span><b>\u2018dual\u2019 model<\/b><span style=\"font-weight: 400;\">. And what does it mean? Basically, in an <\/span><b>integrated<\/b> <b>system<\/b><span style=\"font-weight: 400;\"> the task of <\/span><b>waste management is entrusted to the local authorities<\/b><span style=\"font-weight: 400;\"> and the producer is required to contribute to the costs of waste management, whereas in the <\/span><b>dual system<\/b><span style=\"font-weight: 400;\"> it is the <\/span><b>producer itself that has to arrange the sorting and disposal of its waste, relying on organizations<\/b><span style=\"font-weight: 400;\"> (bodies or consortia) that on their behalf bear the full costs of collection and disposal and fulfill all EPR obligations.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Another observation of particular interest to us is that the only country where a system of Extended Producer Responsibility for textiles is currently applied is France. It is led by a board of industrialists and has more than 5,000 member companies. It provides assistance for the prevention and management of textile end-of-life products and <\/span><b>coordinates the different actors<\/b><span style=\"font-weight: 400;\"> involved in the chain. In addition, it conducts <\/span><b>R&amp;D activities<\/b><span style=\"font-weight: 400;\"> to bring sustainable innovations to the textile industry.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><b>running costs<\/b><span style=\"font-weight: 400;\"> of this organization are <\/span><b>covered by the compulsory contributions paid by French textile producers<\/b><span style=\"font-weight: 400;\">. <\/span><b>Small producers<\/b><span style=\"font-weight: 400;\">, i.e. those companies that do not exceed 5,000 articles or 750,000 euro turnover per year, pay <\/span><b>a fixed fee<\/b><span style=\"font-weight: 400;\">, while <\/span><b>for the others the contribution is diversified<\/b><span style=\"font-weight: 400;\"> on the basis of <\/span><b>product size and eco-design logics<\/b><span style=\"font-weight: 400;\"> adopted. In fact, a <\/span><b>25% quota reduction<\/b><span style=\"font-weight: 400;\"> is due for those companies that commit to extend the life cycle of their products and use recycled fibers and\/or materials.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><b>results<\/b><span style=\"font-weight: 400;\"> obtained through this system look promising: <\/span><b>in 2019<\/b><span style=\"font-weight: 400;\">, some 250,000 tonnes of textile waste were collected, out of the 648,000 tonnes of textile products placed on the market, with<\/span><b> a collection rate of 38%<\/b><span style=\"font-weight: 400;\">. A strongly increasing figure, if we consider that <\/span><b>the collected tonnes are 100,000 more than in 2009<\/b><span style=\"font-weight: 400;\">.<\/span>Of the total amount of waste recovered, <b>58%<\/b> was <b>reused<\/b>, <b>33.5% recycled<\/b>, <b>8% used for energy recovery<\/b> and only the remaining <b>0.5%<\/b> went <b>to incineration<\/b>.France therefore has <b>an average of 3.7kg of fabric recovered per inhabitant<\/b>, about <b>1.1kg more compared to Italy<\/b>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">So could this be an example to follow, an EPR model that could also be applied in our country?<\/span><\/p>\n<h5 style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-3489 size-large\" src=\"https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920-1024x683.jpg\" alt=\"Raccolta differenziata per i rifiuti tessili in Italia - Textile sep\" width=\"1024\" height=\"683\" srcset=\"https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920-1024x683.jpg 1024w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920-300x200.jpg 300w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920-768x512.jpg 768w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920-1536x1024.jpg 1536w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920-1080x720.jpg 1080w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920-1280x853.jpg 1280w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920-980x653.jpg 980w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920-480x320.jpg 480w, https:\/\/nazena.com\/wp-content\/uploads\/2022\/08\/garbage-cans-gf12eaa0eb_1920.jpg 1920w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/h5>\n<h5 style=\"text-align: justify;\"><b>Italy: EPR in the textile sector<\/b><\/h5>\n<p style=\"text-align: justify;\"><b>In Italy there is still no decree implementing the European regulation<\/b><span style=\"font-weight: 400;\"> on Extended Producer Responsibility for textiles. However, <\/span><b>as of 1 January 2022<\/b><span style=\"font-weight: 400;\">, three years ahead of the EU directives, <\/span><b>a separate collection obligation for textile waste has been introduced<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In December 2021, <\/span><b>the Ministry of Ecological Transition held a meeting with various stakeholders<\/b><span style=\"font-weight: 400;\"> representing the textile chain, which was supposed to lead to the formulation of a national EPR regulation. The gas crisis and the raw material crisis then <\/span><b>put the work on hold<\/b><span style=\"font-weight: 400;\"> and so it was the <\/span><b>organizations themselves who took the initiative<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Thus, <\/span><b>a number of consortia were born<\/b><span style=\"font-weight: 400;\"> with the mission to collectively manage textile waste according to EPR obligations: <\/span><a href=\"https:\/\/ecolightservizi.it\/ecotessili-il-primo-consorzio-epr-per-la-raccolta-dei-rifiuti-tessili\/\"><b>Ecotessili<\/b><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"http:\/\/retex.green\/\"><b>Retex.green<\/b><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.cobat.it\/english-version\"><b>Cobat TESSILE<\/b><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">At present, <\/span><b>the collection system is still the classic one<\/b><span style=\"font-weight: 400;\"> in which waste is deposited in roadside dumpsters and then entrusted by the municipality to authorized parties through tenders. It is an approach that involves only a few subjects and is also <\/span><b>limited in synergies and opportunities<\/b><span style=\"font-weight: 400;\">, consisting more in the resale of the sorted material through wholesalers or second-hand shops.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">What the <\/span><b>French experience teaches us<\/b><span style=\"font-weight: 400;\">, instead, is that <\/span><b>the first prerequisite for an effective collection system is its capillarity<\/b><span style=\"font-weight: 400;\">, and therefore the need to <\/span><b>create a network that includes<\/b><span style=\"font-weight: 400;\"> not only municipal structures but also and especially <\/span><b>distributors<\/b><span style=\"font-weight: 400;\">, where consumers often find it easier to dispose of their textiles. There are in fact more than 46,000 collection points <\/span><b>in France<\/b><span style=\"font-weight: 400;\">, including stand-alone points and those located within shops and associations, which is equivalent to approximately <\/span><b>one collection point for every 1,440 inhabitants<\/b><span style=\"font-weight: 400;\">. This has a decisive influence on the country\u2019s collection rate.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">So what<\/span><b> is hoped for Italy<\/b><span style=\"font-weight: 400;\"> is <\/span><b>a greater involvement of existing consortia<\/b><span style=\"font-weight: 400;\"> and the development of some <\/span><b>simplifications for distributors<\/b><span style=\"font-weight: 400;\">, concerning the temporary storage of waste and its possible transportation.
